No more fresh air in Michigan

We live in a small town in Mid-Michigan USA. It used to be fresh air. No More. [Neighbors] moved in and burn Winter/Spring/Summer/Fall. Constant geysers of toxic poison.

The male in the mix obviously is a pyromaniac, a person with an emotional attachment to burning. Some primitive obsession. Life has been HELL ever since. Can’t get any help from any level of Civic Authority. “There’s nothing we can do” the lazy government people say repeatedly. I am losing all hope at this point. Is this HELL?
