Smoke hovers under the ceiling

My neighbors use their fireplace all day every day from October to May. My house is drafty and I can’t afford to have it sealed. Sometimes you can see the smoke hovering under my ceiling; yes it really is like having smokers in the house. There are no laws to stop them or make them put a filter up or whatever. And my five year old son has asthma. It’s misery.
